A new day - a new congress. It's swearing in day for the 116th Congress. And it also marks the first day of a newly divided legislature - Democrats control the House of Representatives and Republicans retain control of the Senate. So how will this change the tone in Washington? Will it be more bipartisanship or more division? All of this amidst a partial government shutdown, now in its 13th day.
