Illinois in Danger of Falling into Junk Territory

Municipal bonds - investors buy these debt securities to help fund local governments (cities, states, counties) for projects. They are generally considered very low risk. But Illinois seems to be in a different category. There is a risk now of the state's general obligation bonds falling into junk territory.
