Mayor Bill De Blasio has announced plans to phase out New York City's controversial 'Gifted and Talented Program'. According to educators, this program has caused discrimination and racial divide between Latina and black students within the largest public school system. For decades, a number of students have been left behind as a result of this program. The city says the program will now be replaced by a program called 'Brilliant NYC'.
