'Bipartisanship' is almost a foreign concept on big issues in Congress these days, like the massive COVID relief bill that recently passed without any Republican votes. But one issue where there is some agreement is combating sexual assault in the military. Democrats have championed the issue, and Republicans have jumped on board in the past few years. Sen.
